Silence is the default outcome of an application, and most people read it as a no. Often it is just a recruiter with two hundred unread messages and no reason to prioritise yours.
A follow-up is the cheapest thing in the entire job search. It costs four minutes and it is the only lever that works on an application you have already sent.
